In a major breakthrough poised to transform Africa’s struggling aviation sector, the African Development Bank (AfDB) has appointed Nigeria’s Minister of Aviation and Aerospace Development, Festus Keyamo, SAN, CON, FCIArb (UK), as the official Champion of the Bank’s newly unveiled $7 billion Integrated Aviation Transformation Programme for Africa (IATP).

The landmark appointment places Nigeria at the center of what analysts describe as Africa’s most ambitious aviation modernization drive in decades — a continental initiative designed to overhaul airport infrastructure, improve safety standards, deepen regional connectivity, and unlock billions in aviation investments across the continent.

The AfDB’s decision effectively positions Keyamo as the leading political and strategic figure coordinating the implementation of the multi-billion-dollar programme aimed at integrating Africa more competitively into the global air transport economy.

Speaking on the development, Keyamo described the appointment as “a historic mandate” and a direct call to action for the transformation of Africa’s aviation industry.

“This is not merely a title; it is a responsibility to drive tangible and transformative aviation projects that will redefine connectivity, safety, efficiency, and economic growth across Africa,” he declared.

The Minister revealed that the formal signing of the Letter of Intent (LOI) between the AfDB and the Federal Government of Nigeria is scheduled for May 28, 2026, during the Bank’s Annual Meetings in Brazzaville, Republic of Congo.

Under the arrangement, Nigeria will formally endorse the $7 billion initiative while taking a leading role in mobilizing strategic aviation investments across the continent.

Keyamo lamented the poor state of Africa’s aviation industry despite the continent accounting for nearly 18 percent of the global population while contributing less than 3 percent of world air traffic.

“This imbalance is unacceptable and must change,” he stated firmly.
Industry experts say the IATP seeks to reverse decades of underinvestment by creating a coordinated financing and policy platform capable of attracting private, institutional, and concessional funding for critical aviation infrastructure projects.

As Champion of the programme, Keyamo is expected to spearhead continental advocacy, coordinate policy harmonization among African states, and facilitate implementation of projects targeting airport modernization, operational efficiency, aviation safety enhancement, and improved regional air connectivity.

The Minister further disclosed that Nigeria would serve as both a model and catalyst for the programme, leveraging ongoing reforms within the nation’s aviation sector to attract the first wave of investments under the initiative.

Analysts believe the development signals growing international confidence in Nigeria’s aviation reform agenda under the Renewed Hope Administration.

In a statement issued by the Director of Press and Public Affairs, Chindaya Ahmadu Audu Adamu, Keyamo said the appointment reflected the impact of “intentional leadership” and renewed commitment toward repositioning African aviation.

“I accept this challenge not only on behalf of Nigeria but for every African nation yearning for seamless, safe, efficient, and world-class aviation services,” the Minister stated.
“The era of Africa being an afterthought in global aviation is over.”

The appointment is already being viewed in diplomatic and aviation circles as a major boost for Nigeria’s influence within Africa’s transportation and infrastructure development landscape, while reinforcing the country’s emergence as a key player in shaping the future of continental air mobility.
