Oyo State Governor, Seyi Makinde, has restructured his executive team with fresh appointments and portfolio realignments, a move widely seen as a strategic step to sharpen governance delivery in his second term.

The cabinet reshuffle, announced on Monday in a statement by the governor’s Special Adviser on Media, Sulaimon Olanrewaju, introduces a new Secretary to the State Government (SSG), a commissioner-designate, and additional advisory roles aimed at strengthening key sectors.

As part of the changes, Governor Makinde relieved Prof. Olanike Adeyemo of her duties as Secretary to the State Government with immediate effect, appointing Prof. Musibau Babatunde as her replacement.

The reshuffle also affected ministerial responsibilities, with Barrister Temilolu Ashamu moved from the Ministry of Environment and Natural Resources to the Ministry of Budget and Economic Planning, a shift that underscores the administration’s growing emphasis on fiscal coordination and long-term planning.

In a further shake-up, the governor announced his Senior Special Assistant on Public Works, Ademola Aderinto, as a commissioner-designate. Aderinto is expected to be presented to the Oyo State House of Assembly for screening and confirmation.

Beyond changes within the executive council, the governor approved new appointments designed to strengthen sector-focused governance. Abiodun Adedoja was named Special Adviser on Energy Security, while Kolawole Elijah Akanmu was appointed Senior Special Assistant on Budget and Economic Planning.

The appointments point to a deliberate focus on energy stability and economic management, areas that have gained urgency amid rising energy costs and tightening public finances across the country.

Observers note that the reshuffle reflects Governor Makinde’s efforts to recalibrate his administration to meet evolving policy demands, particularly in infrastructure delivery, budget discipline, and economic sustainability.

By repositioning key aides and appointing trusted hands to strategic roles, the governor appears to be reinforcing coordination at the highest levels of government while preparing his cabinet for more efficient policy execution.

The development comes against the backdrop of the state’s expanding fiscal framework. Governor Makinde recently reaffirmed his commitment to “realistic and disciplined budgeting,” noting that Oyo State will continue to strengthen its internal revenue generation to reduce reliance on federal allocations.

In 2025, the governor signed into law the ₦684.15 billion “Budget of Stabilisation,” representing an increase of over 57 per cent from the 2024 budget, a move that further underscores the administration’s ambitious development agenda.
