Dr Jamil Isyaku Gwamna: A Profile in leadership, enterprise and public service

Dr. Jamil Isyaku Gwamna, Sardaunan Gombe, is an economist, business executive, public- sector administrator and politician with more than three decades of experience spanning finance, industry, infrastructure, energy, public- private partnerships and community development.

Born on 5 December 1965 in Gombe, Gombe State, Dr. Gwamna obtained a BSc in Accounting from Ahmadu Bello University, Zaria, in 1986. He later attended London Metropolitan University in the United Kingdom, from where he earned an MSc in Business Economics and Finance with Distinction in 2004 and a PhD in Economics in 2008.

His professional career began in 1986–as an Officer with the Nigerian Bank for Commerce and Industry.

In 1987, he joined Kaduna Aluminium Limited and Kaduna Machine Works Limited as Chief Accountant. He subsequently served as Marketing Manager in 1989 and General Manager in 1990, gaining broad experience in accounting, marketing, administration and corporate management. From 1999 to 2000
he served as Chief Executive officer of Amstrade Ventures Limited.

Between 2000 and 2003, Dr. Gwamna served as Executive Chairman of the Gombe State Water Corporation, contributing his management and business expertise to the state’s water utility sector.

In 2005, he became Managing Partner of Jamen Consultancy Limited. He joined Sahelian Energy and Integrated Services as Executive Director from 2009 to 2011, before becoming Managing Director in 2011.

Executive Leadership and the KEDCO Record:

A defining period of Dr. Gwamna’s professional career was his tenure as Managing Director/Chief Executive Officer of Kano Electricity Distribution Company (KEDCO) from 2013 to 2022, overseeing electricity distribution across Kano, Katsina and Jigawa States.

During his stewardship, KEDCO recorded significant operational and financial improvements. Aggregate Technical, Commercial and Collection losses declined from approximately 55 per cent before privatisation to an average of about 47 per cent, while monthly collections increased from approximately ₦634 million to nearly ₦5 billion.

The improvements were supported by reforms in metering, customer and asset validation, infrastructure, revenue administration, staff development, operational systems and accountability.

His tenure also provided employment and economic opportunities to people from Gombe State, including more than 1,500 young people reported to have secured employment within KEDCO during the period.

Public Policy and Development Experience:

Dr. Gwamna’s experience extends beyond corporate management into national economic and infrastructure development.

He participated in the formulation of Nigeria’s National Policy on Public-Private Partnerships in 2008 and was involved in the design and supervision of major agricultural development initiatives for the Federal Government, including the Community/Cooperative Tractor Hiring Scheme and Agro Export Conditioning and Preservation Centres.

His academic and professional work has focused particularly on economics, infrastructure financing, project finance, privatisation, risk allocation and Public-Private Partnerships. He also taught Economics, International Business and Finance at London Metropolitan University.

This combination of academic knowledge and practical management has given him experience in both the policy and operational dimensions of economic development.

Conferences and Professional Engagements:

Dr. Gwamna has enjoyed significant international, professional and academic exposure through his studies, professional engagements, international conferences, seminars, training and policy forums.

His international exposure complements his extensive practical experience in Nigeria and has enabled him to apply international perspectives to local economic and 0development challenges.

Research and Professional Contributions:

Dr. Gwamna has undertaken research and professional studies in the areas of privatisation, Public-Private Partnerships, Private Finance Initiatives, private ownership, risk allocation and infrastructure development.

His selected research works include:

2004: Privatisation or Public Private Partnership: Which Way Forward? The Case of British Rail.

2005: The Economics of Public Private Partnerships.

2008: The Effect of Private Ownership and Risk Allocation as Incentive Mechanisms within the Public Private Partnership.

2011: The Private Finance Initiative:
A Study in Incomplete Contracting.

His research and professional interests demonstrate a longstanding commitment to understanding alternative approaches to infrastructure financing, private-sector participation and sustainable economic development.

Education and Human Capital Development: Education has been an important component of Dr. Gwamna’s community interventions.

In 2017, he sponsored the education of 39 students from Gombe State at Yamusa Science Academy in Birnin Kebbi, with the beneficiaries subsequently completing their studies.

In 2019, he personally sponsored 10 students from disadvantaged backgrounds, drawn from across Gombe State’s 11 Local Government Areas, for studies abroad. The beneficiaries completed their programmes and returned home.

He has also supported educational development through the provision of property and other assistance to educational initiatives, while extending capacity-building support to professionals, including the sponsorship of training for journalists from Gombe State.

Youth and Women’s Economic Empowerment:
Through the Sardauna Foundation and other personal interventions, Dr. Gwamna has supported economic empowerment programmes targeted particularly at women, young people and economically disadvantaged households.

Between 2012 and 2018, more than 2,000 sewing machines were reportedly distributed to women to support small businesses and household incomes. Approximately 1,200 grinding machines were similarly provided between 2015 and 2018, while about 1,000 deep freezers were distributed in 2018 to support women engaged in small-scale enterprise.

Between 2015 and 2024, approximately ₦70 million was reportedly provided as business and livelihood support to women across Gombe State.

His interventions have also included the provision of motorcycles and vehicles to individuals for economic activities, as well as contract and business opportunities intended to encourage entrepreneurship and self-reliance.

Health, Social Welfare and Community Service:
Dr. Gwamna’s community activities have included medical assistance to individuals unable to meet the cost of treatment, including sponsorship of patients requiring specialised treatment and surgery in Kano, Abuja and elsewhere.

In one such intervention, he supported the treatment and rehabilitation of a young man from Kaltungo who lost a leg following serious medical complications, including assistance towards obtaining a prosthetic limb.

In 2026, he provided 100 wheelchairs to persons with disabilities and others with mobility needs.

His community interventions have additionally included assistance to disadvantaged families, marriage support for young people unable to meet the associated costs, and support for religious and community institutions.

He has financed the construction and renovation of mosques across eight Local Government Areas and provided vehicles to religious organisations to support their community activities.

Political Journey and Community Leadership:
Dr. Gwamna has been actively involved in politics since Nigeria’s return to democratic government in 1999.

His political journey has involved grassroots engagement, party organisation and successive efforts to seek public office. He was a prominent APC governorship aspirant ahead of the 2019 general elections and subsequently contested the PDP governorship primary in 2022, emerging first runner-up. He later returned to the All Progressives Congress, APC.

In 2026, he emerged as the APC Gubernatorial Candidate for Gombe State for the 2027 general elections, marking a significant milestone in a political journey spanning more than two decades.

His relationship with communities and traditional institutions across Gombe State is reflected in the traditional titles conferred upon him, including Sardaunan Gombe, Kangiwan Tangale, Walin Bojude, Dan Burum Din Waja, Marafan Tumfure and Jagaban Dadiya.
