The Federal Government has officially intensified its push for transparency and accountability with the rollout of the Citizens’ Delivery Tracker (CDT), as President Bola Ahmed Tinubu reaffirmed his administration’s commitment to governance reforms and citizen engagement.

Speaking at the opening of a two-day Citizens’ Dialogue Forum on Government Accountability and Service Delivery in Abuja on Monday, the Special Adviser to the President on Policy and Coordination, Ms. Hadiza Bala Usman, said the initiative represents a major shift toward inclusive governance under the Renewed Hope Agenda.

Usman, who also heads the Central Results Delivery Coordination Unit (CRDCU), described the forum as a “vital bridge” between the government and citizens, emphasizing that governance outcomes must be felt directly by Nigerians, not just measured internally.

She disclosed that the Citizens’ Delivery Tracker, first launched in April 2024 and recently upgraded, enables Nigerians to monitor government projects and provide real-time feedback on ministerial performance.

According to her, the digital platform allows citizens to report concerns, observations, and commendations, thereby strengthening accountability and transparency across Ministries, Departments, and Agencies (MDAs).

“The goal is to move from top-down reporting to a participatory system where citizens can track progress and file complaints directly from their devices,” she said, noting that the application is currently available on the Google Play Store, with plans underway for iOS availability.

Despite the innovation, Usman acknowledged challenges in public awareness, warning that the platform risks becoming underutilized if aggressive sensitization efforts are not sustained.
“Many Nigerians are still unaware of the CDT or unsure how to use it. We must bridge this gap to ensure it becomes a mass-market accountability tool,” she stated.

To address these concerns, the government has partnered with civil society organizations, including Accountability Lab Nigeria, PACE , and Open Government Partnership (OGP) Nigeria, Dataphyte to conduct an independent assessment of the platform.

The findings, she said, will serve as a benchmark for improving user engagement, accessibility, and overall effectiveness.

Usman outlined a phased reform plan for the CDT, which includes optimizing the platform for commonly used devices, simplifying the feedback process, and enhancing security measures such as multi-factor authentication. She added that a clear privacy framework would also be introduced to boost public confidence.

Calling for collective responsibility, Usman urged civil society groups to adopt the CDT as a primary tool for advocacy, while also challenging MDAs to respond promptly and effectively to citizen feedback.
“Accountability is not complete until the loop is closed and the citizen is heard,” she emphasized.

In his goodwill message, Dr. Usman Abu, Federal Team Lead of the Partnership for Agile Governance and Climate Engagement (PACE), reiterated the importance of the CDT and pledged continued support for the initiative.

The forum, organized by the CRDCU in collaboration with Accountability Lab Nigeria, PACE, OGP Nigeria, the Foreign, Commonwealth & Development Office (FCDO), and Dataphyte Foundation, feature a comprehensive review of the CDT and strategies to enhance its adoption nationwide.

Stakeholders at the event expressed optimism that the platform, if effectively implemented, could significantly improve service delivery and strengthen democratic accountability in Nigeria.
